Customers have various reasons for _not_ wanting to activate Usage Ping, including but not limited to keeping the domain name/IP address of their GitLab instance private. ### Intended users GitLab instance Admin / VP Application Development and higher ### Proposal Decouple Instance Statistics from Usage Ping. ### Permissions and Security Admin level ### What does success look like, and how can we measure that?
