### Summary I created a public project here on gitlab.com for issue tracking. When creating my first issue I had to solve a captcha to prove that I am human. After that the issue was created, but the issue number was 2 instead of 1. So my repo does not have a number 1 issue. ### Steps to reproduce It *should* be reproducable when following the exact steps of the summary.
