### Summary
On GitLab self-hosted, change `gitlab_rails['uploads_storage_path']` and `gitlab_rails['uploads_base_dir']` don't find images on new folder
### Steps to reproduce
* copy folder `/var/opt/gitlab/gitlab-rails/uploads/-/system` into new folder like, for example, `/mnt/gitData/uploads`
* set correct permission recursively to `/mnt/gitData/uploads`
* set both variabiles in gitlab.rb to:
```
gitlab_rails['uploads_storage_path'] = "/mnt/gitData/"
gitlab_rails['uploads_base_dir'] = "uploads"
```
* run `gitlab-ctl reconfigure`
* refresh gitlab page
* all old images are broken
