This will have a lot of implications in terms of spam/abuse. But it also radically reduces the friction of everyone can contribute. We already have a similar concept with Service Desk, though that is a bit more controlled since you have to know the email address before a non-user can create issues. https://docs.gitlab.com/ee/user/project/service_desk.html We also have a concept of Service Desk using a web form https://gitlab.com/gitlab-org/gitlab-ee/issues/1734. So this concept here is similar in that we want to allow people to contribute as easily as possible.
