Assign user/group to issue in sidebar that is not in dropdown

https://gitlab.com/gitlab-org/gitlab-ce/issues/52481 shows what is populated in the sidebar's assignee dropdown.
This feature allows you to assign a user or a group, that is not in that dropdown.
This is already possible via the `/assign` quick action.
When you assign a group, it assigns all the users of that group.
