### Problem to solve When creating new projects in Gitlab. There is no way to set the default Repository access to project members only. ### Further details When the default project is set to Internal. I want everyone that has a login to have Guest access to a new project, but I don't want them necessarily have access to the Repository and download code. The Settings are there to do this but the default settings is to allow everyone access to the repository. ### Proposal Have a configuration setting that will allow us to set the default project access to Repository. ### What does success look like, and how can we measure that?
