Disable / Suppress GitLab sending Emails

### Problem to solve
We send our own personalized emails to persons we add or invite to a project.
Our email explains what the project is for and so on.
That the person that is added / invited also receives spam email from GitLab that comes without any context what so every is very dubious.
### Further details
We would like to suppress any emails send out by GitLab for a given project.
Any action (adding a member, inviting a member, changing the role, ....) should not result in a email.
### Proposal
There should be a project option to disable emails.
This option should be available / set able via API.
### What does success look like, and how can we measure that?
If we add a member to the project or change the role this member should not receive any email from GitLab.
