Include the default "Closes" information when using an MR description template from the project or group-level configuration

What happens now (incorrect behavior): - Put an MR description template in `.gitlab/merge_request_templates` - Create an Issue - Create an MR from the Issue using the "Create MR from this Issue" button - the MR description has "Closes" and the issue number - Go to the MR and choose your MR description template "Closes" and the issue number disappears. We'd like to be able to keep the issue reference.
