### Summary
When an issue is updated, a webhook is not always triggered.
### Steps to reproduce
- Watch project webhooks (tools like ngrok and nc -lk)
- Create Issue A
- Create Issue B
- Get Issue A `updated_at`
- Wait 1 minute (cf https://gitlab.com/gitlab-org/gitlab-ce/issues/43712#note_61022490)
- Mention Issue A in Issue B
- Get Issue A `updated_at`
- See that `updated_at` Issue A has changed
- See that no webhook was triggered on this Issue A change
