### Problem to solve My instance of GL does not have external connectivity. Feature usage metrics are currently only available if the instance reports to GL proper. I want to know what features my users utilize and care less about how we stand against GitLab leaders. ### Further details I want to use the proposed functionality to create training for under utilized features to get more projects spun up on the idea of using auto devops and so on. ### Proposal Remove the require to "phone home" (usage ping) for DevOps Score and only report feature usage per the product laid on. ### What does success look like, and how can we measure that? I can see what features are being utilized by my users, identify power projects and have them assist "not so" power projects.
