Global search results are inaccurate

An example is searching for `gitlab-ce`, you'll get a bunch of forks and none of the main results are `gitlab-org/gitlab-ce`. ### Steps to reproduce [Search for `gitlab-ce`](https://gitlab.com/search?utf8=%E2%9C%93&search=gitlab-ce&group_id=&project_id=&repository_ref=) ### What is the current *bug* behavior? The search results aren't accurate. ### What is the expected *correct* behavior? Showing `gitlab-org/gitlab-ce` as the first result. ### Output of checks This bug happens on GitLab.com I've opened this one and it's a duplicate of gitlab-ce#17417, but I'm not the original author and the issue has been reported 2 years ago and still wasn't fixed and I can't reopen it.
