Add GitLab-wide predefined status messages
### Problem to solve
With https://gitlab.com/gitlab-org/gitlab-ce/issues/35463 we are adding the option to add a status message (emoji and text) to your user profile. In this first iteration, the status information can be added from the user profile preferences.
A short list of predefined statuses for common use cases/reference is missing.
### Proposal
Let's work out a few predefined status messages that cover relevant GitLab use cases and add them as an alternative to a custom message. Pre-defined status messages consist of an emoji and a message. These will be shipped as built-in. options.
