We should remove the `Drag your designs here or click to upload` box and: - Add `upload design` to the description toolbar as described in [this comment](https://gitlab.com/gitlab-org/gitlab/-/issues/230286#note_905204035) - Add `upload design` in description edit view as described in [this comment](https://gitlab.com/gitlab-org/gitlab/-/issues/230286#note_903731050) - Add `upload design` in the kebab menu alongside `new related issue` and `promote to epic` - Allow drag and drop anywhere on the page without an explicit visual cue like we have today
