Reduce disruption to users who do not utilize Design Management
## Summary Based on the original content of this issue and the numerous comments by the user community, it is clear that the Design Management control for users who do not use this feature is intrusive. **Highlights from comments** - Takes up too much screen space - Causes confusion to users - Easy to accidentally activate - Many users never work on projects which require design uploads ### Problem to solve Design Management should be accessible and easy to use but not intrusive to those who do not want to use it. ### Solutions to explore Noting that I agree with [this comment](https://gitlab.com/gitlab-org/gitlab/-/issues/230286#note_409990879) that we can solve this problem via improved UX and do not need more configuration/settings interference. We should remove the `Drag your designs here or click to upload` box and: - Add `upload design` to the description toolbar as described in [this comment](https://gitlab.com/gitlab-org/gitlab/-/issues/230286#note_905204035) - Add `upload design` in description edit view as described in [this comment](https://gitlab.com/gitlab-org/gitlab/-/issues/230286#note_903731050) - Add `upload design` in the kebab menu alongside `new related issue` and `promote to epic` - Allow drag and drop anywhere on the page without an explicit visual cue like we have today
