Adding empty files should display a message in merge request diffs

### Summary
If an empty file is added, the merge request only displays the file header.
### Steps to reproduce
- create an empty file
- create a merge request
### What is the current behavior?
only file header is displayed:

### What is the improved behavior?
A message "File is empty" is shown below the header. This is similar to how "Contains only whitespace changes" is handled.
