Currently [creating a new project](https://gitlab.com/projects/new) and [forking a project](https://gitlab.com/gitlab-org/gitlab-ce/forks/new) happens on two completely different pages while they have very similar actions. I suggest we make forking a project an additional tab on the create project page:
