Slack Notifications stop working after updating GitLab.
I am using GitLab Community Edition (Omnibus Package) on Ubuntu 16.04. I had set up a project with Slack Notifications, and with each push, a message was posted to a Slack channel. After upgrading GitLab (from 12.6.0 to 12.9.0), Slack Notifications for all projects stopped working.
I had to manually "kickstart" the Slack notifications by pushing the green "test settings and save changes" button on each project's Slack Notifications settings page, without changing any settings. This method fixes Slack Notifications one repo at a time. However, with over 100+ repos in our private Gitlab instance, this method is not practical.
I believe this is reproducible with most GitLab updates, as I have encountered this issue previously when I updated to GitLab 12.6.
### Steps to reproduce
1. Enable a Slack Notification integration on a Gitlab project so that push events post messages to a Slack channel.
2. Update GitLab version (in my case, from 12.6.0 to 12.9.0).
3. Try pushing new commits to the Gitlab project that has Slack notifications enabled. No messages will post to Slack.
4. Open the project's Slack Notifications integration settings page. Do not change any settings. Click the green "Test settings and save changes" button at the bottom of the page. A test message will post to slack.
5. Push more commits to the Gitlab repo. Messages will now post to the Slack channel.
