In https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/16900#note_59176863 we decided to just "hide" the button (because of complex test fixing), but this created gitlab-ce~3011693 that should be addressed as soon as possible. This issue is about complete removal of the button from the codebase.
