Enable Snippet Listing with action buttons
### Description To improve workflow with recurring snippets (ones I use every...hour) it would be nice to have the copy/raw/download actions available directly from the snippet listing. ### Proposal Introduce the snippet actions (copy/raw/download) icon buttons onto the snippet listing to remove a click from regularly used snippets that you don't really need to read but just need a copy of (be it to clipboard or desktop). UX Improvement Why should someone use this feature? To save time What is the underlying (business) problem? Time lost How do you use this feature? To download settings files we've stored as snippets, or code snippets I use often and don't really need to re-read. #### Use cases Who is this for? Provide one or more use cases. Snippet users who reuse snippets regularly and don't want to re-read them. I often have .json settings files I want to just download, or code snippets I am just seeking to copy to paste into my .htacces, etc. ### Feature checklist Make sure these are completed before closing the issue, with a link to the relevant commit. - [ ] [Feature assurance](https://about.gitlab.com/handbook/product/#feature-assurance) - [ ] Documentation - [ ] Added to [features.yml](https://gitlab.com/gitlab-com/www-gitlab-com/blob/master/data/features.yml)
