With 9.4rc4, we see the dates on Commits page as below in Chinese. It's understandable but looks weird.  The right format in Chinese would be `2017年6月14日` for that date. This seems to me as a problem of getting the whole date string of `14 June, 2017` translated instead of individual words. There might be similar problems with other languages.
