Set current user timezone as default for Pipeline Schedules

### Description
When creating a Pipeline Schedule, one of the required fields is **Timezone**. The default is `UTC`, that is probably not what users want.
### Proposal
It would be brilliant to find a way to set the default to the user timezone.
