I recently imported an repository from github and proceeded to disable a bunch of project features I didn't need, including wiki, issues, etc. I left merge requests enabled. I noticed while doing this that the "Milestones" and "Labels" pages are currently navigable through only the "Issues" sub-menu. This means with Issues disabled, I cannot access these two pages unless I manually type in the url:  We need some sort of fallback navigation for sub-sections when their parent is hidden.
