“Warning when committing comments/descriptions where large amount of people are mentioned`

#### Problem
Currently you can `@all` mention everyone by mistake without getting a waning when committing your comment or description, actively notifying everyone in the project. This is undesirable and easily averted with some warning system.
#### Proposal
A similar implementation to slack's warning system.
