### Description I will frequently go to look at /admin/users to help users with login issues or similar, and find myself needing to search both the 'Active' and the 'Blocked' tabs for users if I don't know their current state. ### Proposal Add an 'All' tab to the /admin/users search UI that would match all users, both active and blocked. "Active" should remain the first and default tab for /admin/users. ### Documentation blurb Self explanatory.
