GitLab bot that sends GitLab comments from a private gitlab server to a Slack channel

Only bots are allowed to trigger mentions in Slack due to Slack's desire to not have webhooks cause "spamming" issues (I've spoken to them and they said that webhooks will not trigger mentions and that is by design).
