Can't stop impersonating a user that has not setup two-factor authentication

### Summary
Can't stop impersonating a user that has not setup two-factor authentication. I simply get redirected back to the two-factor authentication page.
### Steps to reproduce
1. Make sure Two Factor authentication is required
2. Create a new user
3. Impersonate the new user before they have setup two-factor authentication
4. Try to stop impersonating the user
### Expected behaviour
I should be able to stop impersonating the user
### Actual behaviour
I can't stop impersonating the user by clicking the button on top bar.
### Workaround
* Include a grace period before enabling 2FA in the Admin Settings
* When you impersonate the user and get redirected to their 2FA page, click the `Configure later` button on the grace period prompt
