Wiki-like dashboard homepage option

There are lots of stuff I'd like to be able to communicate: * Getting started: Information for new users. Links to training materials and contact persons. Whatever policies we might need to publish. * New features: New stuff they can use in GitLab. * News: Integrations we added. Notable new projects. Milestones we reached (# active users, # projects, etc). * FAQ: Whatever they may be. One possible solution could be like this: * A new dashboard wiki at https://gitlab/dashboard/wiki * A system setting for "default dashboard", with the various dashboard options (wiki, your projects, starred projects, your projects activity, starred projects activitiy) * A system setting "allow dashboard override", if we want to be able to enforce the frontpage. * User profile preference would be extended with the new options "system default dashboard" and "wiki", in addition to the existing options (We are a customer, so hoping for the "customer" label on this one!)
