Making it lazy is of course a good idea. However, it is not eager enough, especially in the case of vertical display (portrait instead of landscape). See my image. This is GitLab Community Edition 8.3.0 gitlab-ce@02076d787ad21bb8ed0d871ac1c3a54d9f9271e5 on Mac OS X 10.11.2, Safari 9.0.2.  Scrolling helps. But in some cases, scrolling down to the bottom still does not load the final commits (well, actually the initial ones :).
