Update breadcrumbs of packages and registries under settings

Updates the breadcrumb texts of Packages & Registries settings as sentence case (Package & registry settings) as per the guidelines.

How to set up and validate locally

1. Navigate to Settings -> Packages & Repositories from both project and group.
2. Check if the breadcrumb text is updated as described in the issue.
3. Enable Container Registry in gdk
4. Add /cleanup_image_tags to the above url navigated from projects.
5. Check if the relevant breadcrumb text is updated as required.
