Fix Feature Category in Tags Controller

What does this MR do and why?

TagsController is for CRUD git-tags, which is primarily groupsource code's concern, however, currently one of the endpoints is assigned to ~"group::release". This MR fixes the inconsistent metadata.

The endpoint technically contains a few ~"group::release" related code, but these are not the main process on the endpoint. Also, they will be removed in the future.
