Allow removal of cloud licenses

What does this MR do and why?

Part of #342056 (closed)

Prior to this change, cloud licenses were not allowed to be removed. With this change, the remove button and the workflow will be allowed. This is done by reusing everything that's already in place for the removal of licenses with a license file.

2. See and click on the "Remove license" button.
3. See confirmation that license was removed.
