Enable new project filter by default on the vulnerability report

What does this MR do?

On the vulnerability report, there's a project filter that's shown for the group-level and security center reports:

This MR enables the new project filter by default. It's already enabled for all users on gitlab.com, so this change will enable it for self-hosted as well.
