Resolve "Environments Folders currently breaking the page layout"

What does this MR do?

Fixes layout break on environments table that rendered folder names unreadable.

Also adds missing conditionals to stop empty table cells from rendering on folder rows

Checkout the branch and go to any project that contains environment folders

Optionally, check on https://3000-pink-dragon-5arqm46c.ws-eu08.gitpod.io/flightjs/Flight/-/environments, but pod might be unavailable
