Enhance the RefSelector component

What does this MR do?

This enhances the RefSelector component so that it can fulfill other requirements across the product:

• Adds the ability to pick what kind of refs (branches/tags/commits) are being fetched and presented to the user.
• When a single type of ref is enabled, section headers are now automatically hidden.
