Quarantine snippet tests failing due to a bug

What does this MR do?

Several snippet tests are currently failing on master praefect jobs due to reoccurrence of a known issue #244852 (closed). The MR is going to quarantine the affected tests on master only till the issue is fixed in gitaly#3143 (closed)
