Updates all usage of docker 19.03.11 to 19.03.12

What does this MR do?

It will updates all usage of docker 19.03.11 to 19.03.12, then bump auto-build-image to 0.3.1.

Part of the ~"group::configure" dependency updates recurrent issue: gitlab-org/configure/general#71 (closed)

This MR only comprises docker version upgrades. So I didn't think it would warrant a changelog. But I'm open to suggestions.
