Remove design reference filter

What does this MR do?

This removes the (unreleased) design reference filter implemented in #12905 (closed), as it will be replaced with a new filter once re-architecture is completed.

Availability and Testing

Any users who have turned on the feature flag and created design references may be disappointed they cannot create any more references.

• Review and add/update tests for this feature/bug. Consider all test levels. See the Test Planning Process.
• Tested in all supported browsers
• Informed Infrastructure department of a default or new setting change, if applicable per definition of done
