What does this MR do and why?

This change adds a warning note to the troubleshooting documentation for GitLab Duo Self-Hosted. The warning explains that there's a known limitation where a security setting can only be set to one value globally, which creates problems when users want to mix different types of AI models (cloud-hosted and self-hosted without security certificates). When this mixed setup is used, one of the AI chat features may fail to work properly depending on how the security setting is configured.
