Hide "Report to admin" button for foundational items

Foundational items are managed by GitLab, are well tested and trustworthy. Customers do not need to report these items.

How to set up and validate locally

  1. Navigate to the Explore > Flows area
  2. Click on a foundational flow (tanuki icon )
  3. Click the kebab/ellipses menu
  4. You should not see "Report to admin"
