What does this MR do and why?

In Use advisory lock to prevent concurrent inserts... (!172576 - merged), we introduced a database advisory lock to prevent concurrent inserts when creating new packages in GitLab's Maven Repository. The lock was gated behind a feature flag.

The feature flag has been globally enabled on gitlab.com without any issues for more than a week now.

So in this MR, we clean up the feature flag and release the fix.
