What does this MR do and why?

Organize work item feature specs

Move work item feature specs to either:

  • spec/features/work_items
  • ee/spec/features/work_items

This makes work item feature specs much easier to locate as there are only two locations - either for CE or EE. Before, they could be in project or group directories which meant the feature specs were more scattered and less colocated.
