What does this MR do and why?

On 2024-10-17, free access to Duo Enterprise features will end, and we will introduce availability of a GitLab Duo Enterprise 60-day, 100-user trial. This MR adds info on how to self-serve start a Duo Enterprise trial for Ultimate customers.
