What does this MR do and why?

Reviews the Create a project page. Make sure they align with the CTRT topics types and the Documentation Style Guide.

Changes

  • Added a linked list of options to the top of the page.
  • Formatted the procedure steps so that they are more concise and consistent.
  • Split the sections into built-in templates and custom templates where appropriate.
  • Removed the HIPAA Audit Protocol template section (for now). See this comment: !163748 (comment 2073434396)
  • Reorganized the git push steps so that the information on updating the commands comes before the commands.
