Add Vulnerability resolution improvements with prompt

What does this MR do and why?

Previous prompt for Resolve Vulnerability feature were proved not to be effective and producing results that were incorrect.

This change:

  • provides more detailed prompt
  • allowes LLM to respond with better code
  • allowes us to create more detailed MR description (!160351 (merged))

This change also adds handling of the new response. Previous response was code-block only, here we need to find part between correct xml-tags.
