Fix attributes comparison during SBOM ingestion

What does this MR do and why?

Fix comparison of new attributes with existing attributes during the ingestion of SBOM occurrences. Prior to that change, attributes were considered to be different when the existing SBOM occurrence had licenses. This resulted in a unnecessary upserts.

The existing specs were updated to surface the flaw. Now the specs won't pass unless the licenses are properly compared when comparing new attributes to the old ones.

This is a follow-up to Optimize updates of sbom_occurrences (!157932 - merged).
