Ensure notes about recent SD fix are treated as history items

What does this MR do and why?

In !151812 (merged), we updated Pipeline SD documentation to highlight the fix for using a remote ruleset to override or disable a certain rule from the default configuration, but because the line used the word fixed instead of introduced or enabled (among other keywords), it doesn't show up as a history item.

This merge request updates those notes to use the word enabled instead of fixed.
