What does this MR do and why?

On mobile, when the issue fixed header and a broadcast message banner are displayed at the same time, the MR fixed header covers the dismissal button for the broadcast message banner making it impossible for the user to dismiss the banner.

How to set up and validate locally

  • Login as root. Add new long broadcast message.
  • Go to any issue.
