Do not requeue the indexing worker if failures occur
What does this MR do and why?

Backporting !122100 (merged) to previous stable release
This is needed to prevent customer sidekiq instances from being overwhelmed by Elasticsearch indexer workers (if the indexing is failing). This type of issue is often seen after a major upgrade if the previous Advanced Search migrations were not completed before the upgrade.
