Resolve "Misleading dropdown on group board page in Starter"

This MR is adding logic that will hide board select drop down when it's not to possible have more than one board.

How to set up and validate locally
- Log in with a starter licence
- Select a group
- Visit that group's board page by hovering over the "Issue" tab on the left side of the page, and selecting "Board".
