LDAP / 2FA issue in 14.3

What does this MR do?

14.3 added a password check to setting up 2FA

This used the database for the password check, and doesn't work for accounts that get their password from an external source.

Fixes were done in 14.4 and backported, but LDAP was fixed later in 14.5 and not backported to 14.3, so the issue remains. As this is a required stop on the upgrade path, it increases the chance of the issue being encountered.
