Build artifact restrictions on GitLab.com

Overview

GitLab.com has a very generous artifact retention policy that has led to higher than desired object storage costs. We should consider how we may be able to manage this cost while maintaining a great user experience.

Proposal

Consider limiting:

• Total storage available for build artifacts available. Consider restricting this per-user.
• The amount of time we keep build artifacts.
